Settlement would save tax money

In all the wars that our government has been involved in, all the money spent, not to mention the deaths, when it finally came down to the division of land and valuables, it has always been decided by negotiations.
All the tax money that has been spent to date on phosphate litigation and now it looks like more money. What a drain of our tax dollars. Of course, the lawyers like litigation. That is where the money is.
Why not negotiate and save some of our tax dollars?
We are waiting for a settlement. Heck, they can't even get the traffic lights timed correctly on U.S. 41.
